Under the macroprudential household credit framework announced by the Financial Services Commission (FSC) and the Financial Supervisory Service (FSS), commercial banks calculate borrower Debt Service Ratio (DSR) limits by adding a stress buffer rate to current variable or mixed mortgage rates.

For residential properties in the Seoul Metropolitan Area (Seoul, Gyeonggi, Incheon), a 1.20%p stress rate applies, while regional mortgages outside the capital area carry a 0.75%p stress buffer. Total annual principal and interest payments cannot exceed 40% of verified annual income for commercial bank loans.

The Bank of Korea cited the moderation in metropolitan mortgage growth following Stage-2 Stress DSR implementation as a key factor enabling the Q4 benchmark policy rate reduction to 3.25%.
