Sovereign AI: Ang Hangarin ng Korea na Maging Pangatlong Lakas sa AI

"Sovereign AI" denotes a country’s capacity to construct foundational models natively using its own infrastructure, data, and workforce, ensuring technological independence from foreign monopolies.

South Korea is one of the few nations on Earth where domestic internet platforms like NAVER and Kakao successfully outperform global giants. Building on this sovereign data moat, Korean tech labs have trained state-of-the-art foundation models that comprehend Korean institutional nuance, law, and idioms intimately.

Korean models include NAVER’s HyperCLOVA X and LG’s EXAONE. Versions differ in tasks and evaluation; generating Korean text does not mean a model interprets law or official requirements without errors.

Concurrently, LG’s EXAONE targets enterprise chemistry and biotechnology, deploying specialized agents to accelerate battery design, cleanroom robotics, and genomic drug discovery directly inside real factories.

Korea’s distinctive advantage lies in vertical synthesis: while software houses build foundational algorithms, domestic semiconductor fabs produce the requisite HBM memory and neural processing units (NPUs).

Through the national "K-Cloud Project", the government is provisioning public and private computing centers utilizing indigenous AI silicon, shielding Korea from global compute shortages.
